Predictable fees change how an agent plans

An agent needs to know whether a task is worth doing before it starts. A budget denominated in the same unit as the payment makes that decision easier to explain. I am testing a planner that reserves a maximum spend before each action and releases the unused amount afterward. No price predictions, just a budget. Where should a human approval threshold sit in that workflow?
